The UAE is poised to revolutionize its skies, but can it truly become the global leader in air traffic management?
In a groundbreaking move announced at the Dubai Airshow 2025, the Tawazun Council for Defence Enablement (Tawazun) and Thales have joined forces to propel the UAE’s aviation sector into a new era of innovation. This partnership aims to develop and implement a cutting-edge Air Traffic Flow Management (ATFM) system, promising to elevate the safety, efficiency, and sustainability of the nation’s airspace. But here’s where it gets even more exciting: the system will be operated by the General Civil Aviation Authority (GCAA), with Global Air Navigation Services (GANS) playing a pivotal role as a national partner. And this is the part most people miss: this initiative isn’t just about technology—it’s about fostering collaboration among UAE aviation stakeholders to optimize airspace resources and set a global benchmark.
Matar Al Romaithi, Director General of Industry Development at Tawazun, emphasized the significance of this agreement: “This signing is a monumental step in cementing the UAE’s leadership in aviation innovation and advanced technologies. By enabling seamless cooperation among stakeholders, we aim to revolutionize air traffic flow management and maximize the potential of our national airspace.” He further highlighted the project’s alignment with Tawazun’s mission to bolster national capabilities and drive industrial growth. “Through Emiratization, in-house software development, and the creation of new revenue streams, this initiative will deliver substantial economic benefits to the UAE,” Al Romaithi added.
Under the agreement, Thales will collaborate with GCAA and GANS to build the new ATFM system, leveraging its proven software as a foundation. However, the real game-changer is the establishment of the first-ever ATM Innovation Lab in the UAE, where new ATFM features will be co-developed. This lab will serve as a hub for experimentation, research, and integration of emerging technologies into existing systems. GANS will lead the platform’s design and development, with GCAA ultimately overseeing its operation to enhance national air traffic efficiency.

With existing ATM Innovation Labs in France, Australia, and Singapore, Thales’ new lab in Abu Dhabi will be the fourth globally and the first in the Middle East, solidifying the UAE’s emerging role as a hub for advanced airspace innovation.
